Ask any wireless carrier, and they'll tell you that they don't want to rely on lawsuits to get their way. But sue they do, and, until lately, they were winning more than they were losing. But three recent decisions are beginning to turn the tide toward local governments.

Going to court is a heck of a way to settle disputes, but since the industry is always plaintiff, it's their call. Let's see how anxious they are to sue after these three lawsuits become the most cited cases in disputes of the Section 704 of the Telecommunications Act of 1996.
